Why can't we have a better camera?

I The disappointment I have is the camera on the cell hone. The picture you get is grainy. About all you can do is close up portraits. I know there are cell phones in Korea which have 7.2 megapixel cameras. So how come they do not migrate over here? Is there a worry that the network will get overloaded?
